Relating to amending the Code of Criminal Procedure to provide for a verdict in a felony case less than capital by the agreement of ten jurors if as many as two jurors become unable to serve and be discharged by the court; providing for a verdict by twelve jurors in a capital case; repealing conflicting laws.
