Relating to authorizing the judge of any district or criminal district court to require a witness in a capital case to enter into a recognizance; prescribing the procedure to be followed; prescribing the circumstances under which it may be required, making it unlawful for a witness to violate such recognizance; making the statute cumulative of other laws; fixing a penalty; providing a savings clause.
