Relating to providing uniform methods and procedures by which all cities of this state incorporated either under general or special law including cities operating under special charter and including home rule cities may fix, alter, and extend the corporate boundaries and annex additional territory adjacent to such cities for general and special purposes and discontinue territory as part of any such city.
