Relating to amending certain Statutes by providing that the Railroad Commission of Texas shall make and enforce rules, regulations and orders in connection with the drilling of exploratory wells, including shot holes, and wells for oil or gas, the production of oil or gas, and the operation and abandonment of such wells, to prevent the pollution of any subsurface fresh waters or of the streams and public bodies of surface water of the State.
