Relating to providing for the payment of a royalty to the State of Texas on minerals and other substances extracted from the beds or waters of salt water lakes, bays, inlets, or marshes owned by the State within tidewater limits, or from that portion of the Gulf of Mexico within the boundaries of Texas; excluding oil and gas, sand, shell and gravel; providing for a permit and annual statements of production; providing an audit; providing for promulgation of rules and regulations.
