Relating to conferring upon and relinquishing to the Supreme Court, with the advice and assistance of the Court of Criminal Appeals, full rule-making power in criminal proceedings; providing for repeal as of September 1, 1957, of all laws governing criminal procedure; providing that no substantive laws or rights shall be affected; providing for method of promulgation and effective date of such rules; providing for method of promulgation and effective dates of additional rules and amendments; providing for notice and publication of proposed rules; providing for disapproval of rules by the Legislature; providing for determination and filing of repealed laws and effect thereof; providing for publication and distribution of rules; containing a separability clause.
