Relating to granting certain powers to Matagorda County Water Control and Improvement District No. 2, including navigation powers and powers to construct seafood processing plants, authorizing the District to issue revenue bonds, providing for the annexation of lands to the District; enacting other provisions relating to the subject; validating all proceedings heretofore had; providing a severability clause.
