Relating to declaring the State policy toward public junior college education; defining a public junior college, and setting forth the objectives and purposes or public junior colleges; granting authority to the State Board of Education and the Commissioner of Education; authorizing the junior college division in the State Department of Education; authorizing the State Board of Education to divide the State into junior college areas; repealing all laws in conflict herewith.
