Relating to amending Statutes so as to make eligible any citizen of this State and of the United States, who has attained the age of 28 years, to take the State bar examination, provided he meets certain educational and moral requirements and is certified by a county examining committee; providing for the creation of such county examining committee, prescribing its membership, qualifications, terms of appointment and duties.
