Relating to constituting a local law for the maintenance of the public roads and highways in Montgomery County, authorizing the county to issue certificates of indebtedness for the purpose of acquiring right of way for designated State Highways or Federal Highways when when the acquisition of such right of way is approved by the State Highway Commission.
