Relating to requiring the State Board of Control to demand a bond or certified check of persons who propose to sell supplies, equipment, articles, and merchandise to the State for use by hospitals, schools, and homes controlled and managed by the Board for Texas State Hospitals and Special Schools; providing for collection of forfeitures and providing for disposition of funds so collected.
