Relating to making an appropriation to pay the principal of a judgment obtained against the State of Texas in A. Nissen, et al, vs. State of Texas, in the District Court of the 57th Judicial District, Bexar County, Texas, according to the tenor, effect and reading of such judgments; providing that only the principal of such judgment be paid.
