Relating to authorizing the Commissioners Court of any county having a population of eight hundred thousand (800,000) inhabitants or more, according to the last preceding Federal Census, to declare certain areas to be subject to a rabies epidemic of the dog population thereof and to establish regulations therefor; declaring certain acts to be offenses and prescribing penalties for violation of its provisions.
