Relating to authorizing the Board of Directors of the Agricultural and Mechanical College of Texas to prescribe the courses of study and the degrees to be offered at Prairie View Agricultural and Mechanical College and authorizing the Board of Regents of the Texas Southern University to prescribe the courses of study and the degrees to be offered at the Texas Southern University; providing such courses shall conform to the provisions of Senate Bill No. 140, Acts 50th Legislature, 1947; authorizing the expenditure of funds appropriated by Article V of House Bill No. 426, Acts of the 52nd Legislature, 1951, to such Institutions In conducting such courses; containing a repealing clause; and declaring an emergency.
