Relating to amending certain acts so as to clarify the requirement for payment of delay rentals and royalties during the period that the primary term of any oil, gas, or mineral lease heretofore or hereafter issued by the Commissioner of the General Land Office is suspended because the lease is involved in litigation relating to the validity of the lease or to the authority of the Commissioner of the General Land Office to issue the lease.
