Relating to making an appropriation of Seven Thousand Seven Hundred Forty Eight and 30/100 ($7,748.30) Dollars to the College of Mines and Metallurgy, a branch of The University of Texas, at El Paso, Texas, for the purpose of constructing and equipping buildings and other permanent improvements at said College.
