Relating to creating a special road law for Red River County, Texas, providing that said County may fund or refund the indebtedness outstanding against its Road and Bridge Fund as of January 1, 1947, setting forth the method of operation; providing that this law shall be cumulative with General Laws on the subject; repealing all laws in conflict.
