Williamson to bring suit against the State of Texas and/or Highway Department of Texas in a Court of competent jurisdiction in Callahan County, Texas, for damages alleged to have been sustained by him as a result of the loss of crops and damages to sixteen (16) acres of land located in Callahan County, Texas.
