Relating to authorizing Precinct No. 4 in Lipscomb County, Texas, by vote of the people to determine whether or not they will authorize in said Precinct, the issuance of bonds and levying and collection of the tax not to exceed Ten (10) Cents on the one hundred dollars valuation on all property in said Precinct.
