Relating to ratifying, confirming, and validating all acts of County Boards of Trustees in ordering an election for the purpose of laying out; establishing, combining, abolishing, or changing any such Independent or Common School Districts, and all elections held in any county in this State held for the purpose of authorizing the issuance of bonds and levying a tax for the payment of said bonds.
