Relating to amending certain Act aiding the City of Rockport in constructing seawalls, breakwaters, revetments and shore protections by donating to the City the ad valorem taxes to be collected by the State on all property and from all persons owning property situated in Aransas County for a period of twenty years; providing a penalty for the misapplication of funds raised therefrom.
