Relating to establishing a County Law Library in counties in this State having three or more District Courts sitting for all of its terms or some of its terms with both Civil and Criminal Jurisdiction, none of which have more than four (4) terms a year and one of which sits and has jurisdiction in not less than two (2) other counties.
