Relating to empowering cities of two hundred and ninety thousand (290,000) or more inhabitants to build and purchase, mortgage and encumber exposition and convention halls or either and the income thereof and to evidence the obligations therefor by bonds, notes or warrants and to secure the payment of funds to purchase same or to remodel, renovate or repair same.
