Relating to authorizing the County Judge to employ a stenographer or Clerk in any county having a population of less than twenty thousand (20,000) inhabitants according to the last preceding Federal Census, and a property valuation in excess of Fifty Million Dollars ($50,000,000) according to the approved tax rolls for the preceding calender year.
