Relating to creating the Commission of the Volunteer Army of the War with Spain to be composed of the Governor of the State of Texas, the Adjutant General of Texas and the Department Commander of the United Spanish War Veterans of Texas, and their successors in office, all without extra compensation and the Governor as Chairman.
