Relating to authorizing independent school districts to build or purchase buildings and grounds for the purpose of constructing gymnasia, stadia, or other recreational facilities, and to encumber the same and the income thereof to secure the payment of the purchase price to evidence the indebtedness created thereby by the issuance of bonds, notes or their evidences of indebtedness.
