Relating to amending certain Acts relating to pipe lines; providing a basis for pipeline rates requiring the Railroad Commission to immediately establish and enforce same on said basis and authorizing and requiring the Commission to fix rates and charges for transportation, storage and loading of crude oil and petroleum; providing penalties.
