Relating to amending certain Acts by authorizing the Texas Turnpike Authority to use and to contract indebtedness against revenues of a Turnpike Project for the purpose of paying expenses (not exceeding $200,000.00) for studies of any other Turnpike Project, subject to the provisions and restrictions contained in any Trust Agreement affecting such revenues; enacting other provisions related to said subject; providing for precedence of this Act over conflicting laws.
