Relating to amending certain Acts by abolishing the Board of Water Engineers of the State of Texas and establishing as its successor the Texas Water Commission; providing for the membership of the Commission, the method and manner of appointment, residence qualifications, and term of office; providing for a surety bond of members of the Commission; setting Commissioners' salaries; authorizing payment of expenses; declaring members of the Commission to be state officers; authorizing the Governor to remove from office a Commissioner for cause after hearing; empowering the Governor to appoint the Chairman of the Commission; establishing the number necessary for a quorum and official action; providing a savings clause.
