Relating to making an appropriation from the General Revenue Fund for the purchase of anti-poliomyelitis (Salk) vaccine to be administered to wards of the State in special schools, hospitals, and similar institutions and to needy persons whose inoculation is in the interest of public health; prescribing a method for procuring and administering such vaccine.
