Relating to creating a conservation and reclamation district comprising the territory contained within the Counties of Hansford and Ochiltree, to be known as "Palo Duro River Authority of Texas," for the purpose of providing a source of water supply for municipal, agricultural, irrigation, livestock raising, domestic, industrial, of field flooding and mining uses, and processing and transporting the same.
