Relating to levying a tax on the occupation of receiving gas under a dedicated reserves contract, or any contract by which the beneficiary receives an option or a preferred right to purchase or use gas over a fixed period of time in the amount of one cent times a fraction whose numerator shall be 10 and whose denominator shall be the number of cents paid by the beneficiary of said contract, not less than three.
