Proposing an amendment to the Constitution of Texas to provide that the Legislature shall create a State Medical Education Board, a State Medical Scholarship Fund, from which grants, loans or scholarships may be made to students desiring to study medicine; providing that such students shall agree to practice in rural areas or State Hospitals or Special Schools and Homes of this State.
