Relating to authorizing and providing for certain cities and towns (hereinafter referred to as "cities" or "city"), under certain conditions, to take over the powers, duties, assets, and obligations of certain water control and improvement districts and fresh-water supply districts (hereinafter referred to as "districts" or "district") lying in more than one (1) city.
