Relating to amending the Code of Criminal Procedure so as to provide the order of jury argument, the order of jury argument when there are more than one defendant, what matter can be argued in the opening argument by the counsel for the State, and what can be argued in the closing argument by counsel for the State, and providing that it shall be proper for both the counsel for the State and counsel for the defendant to argue fully as to any penalty or loss of right or privilege that may be assessed as a result of a conviction.
