Relating to operating a motorboat while intoxicated; changing the penalty for the misdemeanor offense of operating a motorboat while intoxicated or under the influence of intoxicating liquor by making each violation subsequent to a conviction for the misdemeanor offense a felony and prescribing the penalty therefor.
