Relating to labeling required for seed used for planting cotton, peanut, rice, and soybean; farmer's exception to compliance if the seed is not advertised in the public communications media outside the vendor's home county; and a person's commission of an offense if the person sells or offers, exposes, or transports for sale agricultural or vegetable seed within this state of a variety protected under the United States Plant Variety Protection Act, or which contains a varietal innovation protected under the United States Patent Act, without the protection owner's permission; except in transactions necessary to facilitate liquidation of assets involved in a bankruptcy proceeding or estate settlement.
