Relating to authorizing and directing the Texas Prison Board, acting by the Chairman thereof, to execute and deliver to the State Highway Commission of Texas a right-of-way easement to certain lands in Walker County, Texas, for the construction and maintenance of U.S. Highway 75 Bypass Loop extending along and across certain State properties known as the Wynne Prison Farm and the Goree Prison Farm.
