Relating to authorizing the Texas Youth Council to relocate the site of the Blind, Deaf and Orphans School, providing the Youth Council with the authority to dispose of surplus land at the present site of the Blind, Deaf and Orphans School, allowing the Youth Council to construct new facilities for the Blind, Deaf and Orphans School, directing the Youth Council to transfer certain lands and property to and accept lands of the State Board for Hospitals and Special Schools.
