Relating to proposing a constitutional amendment to authorize the Legislature to extend the right of trial by jury to all appeals from actions, rulings or decisions of administrative agencies and executive departments of the State of Texas and to provide that such appeals shall be tried and determined in the same manner as suits at common law.
