Relating to vesting joint and complete authority and responsibility in the Texas Education Agency and the State Board of Control, by and with the advice of the Director of the Department of Public Safety, to adopt and enforce regulations governing the design, color, lighting and other equipment, construction, and operation of all school buses used for the transportation of school children.
