Relating to amending the Texas Election Code by changing the basis for determining the number of delegates to be elected to the county and state conventions of a political party, and the number of votes to which a county is entitled in the state conventions, from the number of votes cast for the party's candidate for Governor at the preceding general election to the total number of votes cast for the office of Governor in the party's general primary election preceding the last general election.
