Relating to further the effectiveness of the State's public schools and improve the quality of public education by further defining the authority and powers of the State Board of Education and the local school boards; requiring the State Board of Education to provide for testing the knowledge of all public school students each year and providing certain duties of the Central Education Agency in connection therewith.
