Relating to proposing an amendment to the Constitution of Texas removing the ceiling on the total amount of grants out of state funds for assistance to the needy aged, needy blind, and needy children; providing a maximum on individual grants to needy aged inmates of rest homes, convalescent homes, and similar institutions; empowering the Legislature to authorize counties and cities to operate homes for needy aged persons; authorizing the levy of a welfare tax for the payment of public assistance grants and the support of eleemosynary institutions, and making other provisions relative to public assistance programs.
