Relating to applying Midwestern University authorizing the governing board thereof to discontinue the charging and collection of tuition fees for a certain time and to charge students certain building-use fees; authorizing the pledge of the income of such building-use fees and the issuance of bonds, warrants, or notes payable therefrom; providing and prescribing certain terms and conditions relating to such bonds, warrants, or notes.
