Relating to authorizing the pledging of eighty percent (80%) of the tuition fees collected at Mid-Western University to secure bonds or warrants for the purpose of acquiring, constructing, repairing and equipping buildings and other permanent improvements and for acquiring necessary sites therefor; providing for an effective date.
