Relating to authorizing cities having a population of three hundred fifty thousand (350,000) or more but less than four hundred thousand (400,000) according to the last preceding Federal Census to provide for the retirement of its active firemen subject to certain conditions; providing for transfer of assets and assumption of liabilities of the Firemen's Relief and Retirement Fund by the Municipal Employees' Retirement Fund.
