Relating to authorizing cities having a population over 650,000 according to the most recent Federal Census to construct buildings, improvements and structures to be used in its park or fairgrounds for exhibitions, concessions and entertainment, to acquire land therefor, and to acquire, repair, improve and enlarge buildings and structures for such uses.
