Relating to authorizing any city having a population of 900,000 or more, acting by and through the official or officials of such city charged with the duty of managing and conducting its fiscal affairs, from time to time to invest any and all trust funds and special deposits in the custody of such city, by purchasing with such funds obligations of the United States government.
