Relating to amending the Lower Colorado River Authority Act by authorizing the Lower Colorado River Authority to sell bonds to the United States of America, or to any agency or corporation created or designated by the United States of America; to acquire, install, construct, and enlarge, make additions to, and to operate a steam plant located within the boundaries of the District to serve the are now being served by Lower Colorado River Authority.
